They can also be awarded for doing something in-game that the admins decide deserves an award, such as the discovery of the purpose of the skill astral injection. King Midas might drop Imperial seals once in a while. Quite a few endgame Ubers drop Tarnished Imperial Chests as well, which open into Unclean Imperial Seals for you to clean and use for whatever you like.
