The word noob is a word commonly used in the description of a player. The word originated as a reference to a player's newness, or ineptitude to a game but has since evolved to mean different things to different people in different contexts.

Noob is more likely to be used as an insult it could refer to a deficiency in attitude, similar to calling an adult a child. Often "adults (or high levels) will label Childish, or unsuitable behaviour and attitudes "noobish". In some games, Level, ammount of time playing, game knowlege, items ingame or simply the way people speak (often forigners are branded "noobs" because their english isnt brilliant)

Newbie is more likely to be meant in a less negative manner.

Origins

It is believed that the term "Newbie" was invented by US Army in Vietnam to describe those who where new to the field of war. It is possible that the variations Newb and noob are shortened version of that original word.

It is possible the term came from a U.S. Navy abbreviation for "Non-useful body" (NUB).
