If you want to get Recon Focus 21, then you need to first get Radar 21 and Cloaking 21.
If you want to get Support Focus 21, then you need to first get Drone Deployment 21 and Shields 21.
If you want to get Fleet Focus 21, then you need to first get Piloting 21 and Equipment 21.
Get the two skills corresponding to the focus you want to train and then a robot in Lyceum will train you. Easy as that!
